    In this article we intend to supplement the following excellent discussion of Q. 9:5 by our dear brother Silas: 

    Our purpose is to examine Q. 9:5 and 29 in light of the testimony of Muslim sources in order to see whether these texts refer to defensive jihad, e.g. fighting only those who attack and oppress Muslims. Or do these texts actually command Muslims to attack and/or subjugate the disbelievers in the context of offensive military warfare for the purpose of expanding Islam politically and geographically.

    If you spend hours listening to speeches and sermons -- and reading countless articles by "respectable" local imams, community leaders and Islamic scholars -- you can see a pattern emerge.     In 2012, a Muslim Brotherhood member, Hussein Shehata, a lecturer at Al-Azhar University --  the world's leading center for Sunni Islamic learning -- :

    "Fasting [during Ramadan] is one of the most powerful means to educate the human spirit for jihad. Fasting involves a spiritual effort to act in a way contrary to what is accepted, and to completely abandon desires... It also schools the Muslim in patience, resilience, endurance, and sacrifice, which are all traits of the jihad fighter... Ramadan is the month of victory for those who wage jihad for Allah. Ramadan has seen the following battles, conquests, and victories: the great Battle of Badr [624 CE],... the conquest of Mecca [630 CE]... We call upon those who fast... to remember their brothers, those who wage jihad for the sake of Allah: in Palestine, against the Jews, the descendants of apes and pigs; in Iraq, against the Americans; in Bosnia-Herzegovina, against the crusader Serbians; in Chechnya, against the Russians; in Kashmir, against the idolatrous Indians... everywhere in [the lands of] the Islamic ummah [community], against those who fight the Muslims".

    It is useful, in our comfortable complacency and general lack of any historical memory at all, and overarching concern to avoid “Islamophobia,” to recall what happened when the Muslims entered the great city.

    Historian Steven Runciman notes that the Muslim soldiers “slew everyone that they met in the streets, men, women, and children without discrimination. The blood ran in rivers down the steep streets from the heights of Petra toward the Golden Horn. But soon the lust for slaughter was assuaged.     What ISIS is doing is the exact copy of what Mughals did against Sikh Gurus and followers of Sikhism from 15th century to 18th century. Mughal Empire wanted whole India to be converted to Islam religion. Hindus started converting to Muslim because of fear. Watching hundreds of thousands conversion and the fear for their own life, Hindu religious leaders came and asked for help from Sikh Gurus and his followers.     The Manchester bombing will not be the last Islamist atrocity in this country, to say nothing of the rest of the world. The struggle against the warped ideology which sustains extremism will likely consume generations of effort. There are, therefore, no easy answers. At the very least we offer our thoughts and solidarity to the victims and their families, and those who woke up in hospitals on Tuesday morning with life-altering injuries or to the news that their children or parents were dead.

    Many have said that the attack, and the decision to target young children, was 'incomprehensible'. But it was not. There is no excuse for thinking that. Anybody who has been paying attention to Islamic extremism should know exactly why they do this. They are motivated by the worst possible interpretation of Islam, but it is Islamic.

    We are not afraid of naming and confronting Islamist ideology, and we have no sympathy for those who obfuscate or deny the roots of jihadist terror. Our allies in this are many, and they include Muslim reformers and secularists. But there can be no denying the scale of the challenge. Terrorism is far from being the only problem Islamist ideology poses to our way of life and our values. Surveys of Muslim opinion both around the world, and here at home, bring disturbing results, on everything from women's rights to suicide bombing. It is this entire spectrum of belief and behaviour that the secularist movement must confront.

    I suggest that there are things we can do. For a start, we should set aside the ECHR and deport foreign nationals whom we realistically suspect of jihadism.  Second, we should deny entry and withdraw passports from British citizens who seek to return from jihad (yes, there are legal problems, but we face an emergency). We should identify imams who preach jihad, and deport them (or if British, detain them – incitement to violence is a crime). We should close mosques that give a platform to hate preachers.

    Then schools. It is evident that some Muslim schools are hotbeds of Wahhabism and anti-Western values. They should be closed. I’ve struggled for a long time with the apparent discrimination of closing Muslim schools but not other faith schools. But it seems that only in Muslim schools (or some Muslim schools) are anti-Western values systematically promoted, and when we are faced with Islamic terrorism, there is every justification for closing them.

    We should ban the burqa. You cannot be integrated into Western society with your face covered. And if you aren’t prepared to be part of Western society, you shouldn’t be here.

    Finally, perhaps the most radical point. As a broadly libertarian politician, I am hugely reluctant even to type the word “internment”, but I am coming around to the view that the threat we face – the children slaughtered in Manchester – is on such a scale that we have to think the unthinkable. No, Mr. Brendan Cox, we do not want to build internment camps for the world’s billion Muslims. But we need at least to consider internment for the 3000 or so jihadist suspects on our streets. We are horrified that the Manchester bomber was “known to the police” yet still allowed to go to Libya, to return, and to carry out his atrocity. Yet we have to recognise that it is impossible for the security forces to monitor 3000 people.

    Every time a horrendous terrorist attack victimizes innocent victims we wring our hands and promise to increase security and take other necessary preventive measures. But we fail to recognize how friends and allies play such an important role in encouraging, incentivizing, and inciting terrorism.

    If we are to have any chance of reducing terrorism, we must get to its root cause. It is not poverty, disenfranchisement, despair or any of the other abuse excuses offered to explain, if not to justify, terrorism as an act of desperation. It is anything but. Many terrorists, such as those who participated in the 9/11 attacks, were educated, well-off, mobile and even successful. They made a rational cost-benefit decision to murder innocent civilians for one simple reason: they believe that terrorism works.

    And tragically they are right. The international community has rewarded terrorism while punishing those who try to fight it by reasonable means. It all began with a decision by Yasser Arafat and other Palestinian terrorist groups to employ the tactic of terrorism as a primary means of bringing the Palestinian issue to the forefront of world concern. Based on the merits and demerits of the Palestinian case, it does not deserve this stature. The treatment of the Tibetans by China, the Kurds by most of the Arab world, and the people of Chechen by Russia has been or at least as bad. But their response to grievances has been largely ignored by the international community and the media because they mostly sought remedies within the law rather than through terrorism.

    As I have said quite a few times before, it is simply wrong to say that Islam and Christianity have much the same view of war and peace. Judging from its founding texts, Christianity is a pacifist religion, for its founder rejected violence. Islam’s founder was a warlord.

    As I have also said quite a few times before, the real issue is not violence or terrorism but theocracy. Islamist violence stems from anger that Islam’s theocratic potential is being thwarted. Again, it is Christianity that is different: its founding texts reject theocracy.  For many centuries this was obscured, but then it was gradually understood and put into practice – which entailed the invention of modern politics, as I explain in my new book God Created Humanism.
